ジーニアス英和辞典によると

2.<コンピュータ文書>にデータを加える．

OALDによると

3 (computing) to add data to a document

Wiktionaryによると

3. (computing, transitive) To fill initially empty items in a list.

ジーニアスやOALDと比較してWiktionaryの用法が若干違うが、文脈からするにWiktionaryの用法のほうが正しそうだ。

rdiscは起動時にnetwork routing tablesにdefault routesを与えるために起動される。

とでも訳せばいいだろうか。
